Pardon of Sentences and Amnesty: What can and cannot be pardoned?
A few weeks before Pope Francis comes to Portugal for the World Youth Day (WYD), Law Proposal 97/XV/1 was approved, which provides for the granting of pardon and amnesty for offences committed by young people. The law will enter into force on 1 September and covers a universe of recipients from 16 to 30 years of age, a segment that the legislator justified because this is the focus of WYD, thus conferring exceptional measures aimed at young people.
